I'm always asked what Kusari Doi mean simply put it's a rain chain.  Rain chains allow rain to gently fall to the ground. 

Usually there is some type of catch basin using a water pot or stones to collect and slow down the water.  Next a drain will carry away the water.  The video above gives a general idea.
